English Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Balance Books

According to a latest poll of municipal councils, UK councils are preparing to offload community centers, athletic facilities, and retail spaces as they bet on a rapid disposal of assets to stabilize finances.

Growing Financial Challenges Drive Asset Sales

A coalition of councils representing major urban areas in England reported that 60% of councils are intending to dispose of properties to cover the rising costs of adult and children’s social care.

Local governments have previously faced criticism for selling playing fields and land to support their budgets, but they argue they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition noted that a high proportion of authorities seeking to generate funds from a quick sale of assets represented “a distinct shift from 2024, when the majority (60%) of municipal officials said they would prioritise service redesigns and using financial reserves to manage increasing fiscal pressures.”

Detailed Examples of Proposed Disposals

Medway Council in southeast England said its asset disposal plan included the sale of a retail complex in a local town and a community venue in Rochester to generate 20 million pounds over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Council Tax Increases and Wider Financial Pressures

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of councils will need to increase local levies next spring to cover the rising cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking creative strategies but some of these require time to deliver both better provisions and cost efficiency,” stated a council leader.

He added: “We face population challenges which will persist to increase the strains we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Patterns and Forecasts

A survey of regional authorities recently further found council budgets being strained by the growing number of young people and older individuals needing Send support.

A network of councils projected that council deficits will reach £4.4bn a year by the end of the decade, as they struggle to manage rising needs.

Government officials have delayed scheduled changes to the Send system until the coming year after a white paper outlining those changes has been postponed.

Disadvantage and Financial Shortfalls

Based on the most recent indices of deprivation (IMD) for UK local authorities, many key cities members were included in the most deprived in the country.

  • “Member cities like several major towns rank in the top 30 across the country under the 2025 IMD measures,” said the report.

“Although only one key city is among the ten most deprived for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of England. The data underscores the scale of difficulties facing municipal officials across major urban centers in the next twelve months,” the report concluded.

“Council officials have been explicit about the need for a fair and sustainable funding system that reflects and responds to the real levels of disadvantage and need,” stated a council leader.

“Without this, councils will persist to face difficult decisions around which essential services to fund, and which to cut, to the detriment of their communities.”

One in five of local authorities have reduced or weakened care services in the past 12 months, the survey found.
