The United Kingdom and the United States have hammered out a major bilateral deal that will maintain no levies on UK drug products being sold in the US market.

Key Provisions of the Deal

Under the terms of the agreement, the UK has pledged to raise spending on pharmaceuticals through the NHS. This pledge guarantees that duties on these crucial products will stay at zero for a period of 36 months.

This agreement comes after previous threats to dramatically increase duties on branded drug products, with increases mentioned reaching 100%.

"This arrangement between the United Kingdom strengthens the global environment for innovative medicines and establishes much-needed equity to transatlantic pharmaceutical trade," an announcement said.

Trade Significance

Drugs are one of the UK's biggest goods shipped to the United States, which is by far the primary destination for major British pharmaceutical firms.

Export figures show that in the one-year period leading up to September, the UK exported pharmaceutical products valued at over eleven billion pounds to the US. This figure represented a significant portion of total UK exports in that period.

"This deal safeguards work, increases capital expenditure and sets the stage for the UK to establish itself as a global hub for life sciences," a minister stated.

Key UK Commitments

The pact involves several key pledges from the UK:

  • Higher Cost Ceiling: The UK will raise the affordability limit at which it deems new medicines to be unaffordable by 25%.
  • Boosted Medicine Funding: There is a goal to raise overall health service expenditure on medicines from 0.3% of the national economy to 0.6 percent over the next decade.
  • Rebate Cap: The amount drug companies must pay back to the NHS to control costs will be capped at fifteen percent. Last year, rebates exceeded 20%.

Broader Context

The pact takes place against a ongoing tension between the pharmaceutical industry and the British authorities over drug pricing and approval rates.

These tensions were heightened by arguments that US customers were paying several times more for the same drugs than patients in the UK and Europe.

In recent months, several major drug company projects in the UK have been paused or abandoned, while multi-billion-dollar funding commitments have been announced toward projects in the United States.

The Science Minister publicly accepted that the NHS must increase expenditure on medicines, noting that its expenditure on drugs had shrunk as a proportion of its total funding over the previous ten-year period.
